EUROLAB Special Briefing on Commission proposal for Toy Safety

EUROLAB has just released a Special Briefing on the “European Commission proposal for a Toy Safety Regulation”.


On 28 July 2023, the European Commission proposed a Toy Safety Regulation revising the current rules to protect children from potential risks in toys and expanding safety regulations to prevent the importation and sale of dangerous toys, particularly those containing toxic substances.

The proposed Regulation on toy safety will replace the current Directive 2009/48/EC on the safety of toys, after an evaluation conducted by the Commission in 2020 identified a number of shortcomings that have emerged during the practical application of the 2009 Directive.


The briefing highlights the steps that brought to the revision of the current Directive and the new rules that the Commission aims to implement with the revised Regulation, in particular to increase protection from harmful chemicals and implement better enforcement procedures.
